Căn cứ vào bài viết “30/4 NĂM NAY, VIRGINIA ĐI ĐẦU TRONG VIỆC CÔNG-NHẬN NGÀY NAM VIỆT-NAM” của ông giáo sư Nguyễn Ngọc Bích, trong bài “Để trả lời Thư giải thích về vai trò của GS Nguyễn Ngọc Bích và Nghị Hội liên quan đến Quyết Nghị SJR 455”,tôi có viết như sau: “tôi không phủ nhận thiện chí của ông Dick Black, một cựu-chiến-binh TQLC Mỹ đã từng tranh đấu ở VN, yêu thương các chiến sĩ VNCH và cảm thông với sự uất ức của Quân-lực VNCH đã bị ép thua cuộc …”. Nhưng nay được đọc bức thư của ôngDick Black gửi cho bà Thi-Kham Nguyen như dưới đây thì tôi đã lầm, ông Dick Black không phải muốn vinh danh Ngày Nam Việt Nam hay Ngày Việt Nam Cộng Hòa như ông nguyễn Ngọc Bích nói, mà ông muốn Ăn Mừng Ngày 30/4. Bức thư được ông viết như sau:

 Dear Mr. Nguyen:

Thank you for your email regarding the resolution that I drafted and passed during the 2013 Session of the Virginia General Assembly.  That resolution established that henceforth, April 30 will be celebrated as Republic of Vietnam Day in Virginia.  The Resolution passed unanimously in the Senate and had only one dissenting vote among the 100-member House of Delegates.

I wrote the resolution in order to create a permanent, and accurate, historical record of the heroism of the South Vietnamese who fought against communist tyranny.  The resolution records the vicious savagery of the butchers who eventually captured South Vietnam.  It tells how two million people fled the “People’s Paradise” of the bloodthirsty dictator, Ho Chi Minh. It recounts how supplies were cut off, leaving the valiant RVN fighters without ammunition to continue fighting, and how over one million innocent Vietnamese were sent to concentration camps, where a third of them died.

The Asian American Chamber of Commerce gathered a group of former RVN military and police officials at my office to discuss the resolution and ensure its accuracy.  I am grateful to Mr. Tinh Phan, its Chairman and to Mrs. My Lan Tran, its Executive Director, for organizing this meeting.  I’m also grateful to Nguyen Ngoc Bich, Chairman of the National Congress of Vietnamese Americans, for his leadership within the Vietnamese-American community in the United States, and to Sen. Toddy Puller and to Delegates Mark Keam and Bob Marshall, who each played special roles in enacting the resolution.

We are translating the resolution into Vietnamese, and I hope the resolution can find its way into occupied Vietnam.  The people of Vietnam deserve to know that the State of Virginia recognizes how gallantly the South Vietnamese fought and that their sacrifices will not be forgotten.

As a pilot, I flew hundreds of RVN soldiers into battle.  As an infantry officer with the 1st Marine Regiment, I fought many ground battles side-by-side with brave RVN soldiers.  Before I left Vietnam, I was wounded at the Hoi An River, south of Da Nang.  It is my hope that the sons and daughters of the brave men who fought to defend the free Republic of Vietnam will learn the truth as this resolution reaches Vietnamese in occupied South Vietnam and across the world.

Thưa qúy vị,

Ông Dick Black là người Mỹ, ông có quyền ăn mừng vì nước Mỹ không còn hao tổn tiền bạc và nhân mạng cho chiến tranh Việt Nam. Nhưng chúng ta, là người Việt Tỵ Nan Cộng Sản, không ai lại ăn mừng ngày 30/4. Chỉ có bọn Việt Cộng, bọn thân Cộng và bọn Việt Gian Cộng Sản mới ăn mừng. Ấy vậy mà ông Nguyễn Ngọc Bích và đồng chí của ông hết lòng hỗ trợ cho Quyết Nghị SJR 455 này. Không những thế ông và các đồng chí của ông còn cố tình hướng dẫn sai lạc bằng cách “TREO ĐẦU DÊ, BÁN THỊT CHÓ” như chúng ta đã biết. Không biết ông Nguyễn Ngọc Bích và các đồng chí của ông là hạng người nào?
