tôi viết thư nầy để báo động cùng các bạn về những sự kiện rất nguy hiểm và gây
xáo trộn đang xảy ra trong Nghiệp Đoàn CEPU (The Communication, Electrical
& Plumbing Union).
Hội
Đồng CEPU Toàn Úc Châu (khống chế bởi các giới chức của Electrical Division và
Plumbing Division), đang cố gắng đệ trình những quy định mới nhằm thay đổi những
quy định hiện thời và nếu như thành công thì các vấn đề sau đây sẽ là:

Xóa bỏ “Quyền tự quyết” (Right to decide) trong việc sát nhập vào một đơn vị khác trong tổ chức CEPU.
·
Cho phép những giới chức nghiệp đòan (officials) tại vị
có quyền trì hoãn các cuộc bầu cử hay tái bầu cử để tránh các đoàn viên nghiệp đoàn
(membership elections) bỏ thăm chọn lựa.
·
Chia ngành truyền thông thành ra 2 đơn vị điện
(Electrical) và đơn vị truyền thông ( communications division).
·
Sửa soạn làm cho đơn vị truyền thông sẽ suy
yếu về sau trong việc phục vụ công nhân Bưu Điện và Viễn Thông (Postal &
Communications workers)
Hiện
thời, các giới chức nghiệp đoàn Thợ Điện và Thợ Ống Nước (Electrical & Plumbing
Division) đã đệ trình những Quy Định thay đổi. Họ được ủng hộ bởi một số nhỏ (a
small number) của các giới chức nghiệp đoàn NSW ( NSW P&T Branch), Queensland
Chúng
tôi CHỐNG ĐỐI NHỮNG QUY ĐỊNH THAY ĐỔI nầy, kể cả việc phải đưa ra TÒA ÁN LIÊN BANG
(Federal Court) nhằm bảo vệ quyền lợi của Công Nhân Bưu Điện và Viễn THông.
Một
số rất ít không đầy một nắm tay (handful) các giới chức nghiệp đoàn của vài chi
nhánh (branches) đã kêu gọi phải để cho tất cả các công nhân Bưu Điện và Viễn
Thông được bỏ thăm (plebiscite) để quyết định một cách dân chủ (democratically).
Nhưng
đây là một đề nghị phỉnh lừa. Đề nghị mọi người bỏ phiếu quyết định
(plebiscite) là để cho vài giới chức điều hành nghiệp đoàn ở vài chi nhánh
(Branch Committees of Management) có quyền chuyển (transfer) qua một đơn vị khác
để hủy bỏ sức mạnh của các công nhân tại chỗ làm của họ. Đây là điều hoàn toàn
trái ngược với cách thức thể hiện dân chủ.
Nghiệp
Đoàn CEPU được hòa nhập (amalgamation) từ ba đơn vị riêng biệt và vẫn giữ tính
cách độc lập ( separate, individual unions).
Năm
1990, Nghiệp Đoàn Công nhân Viễn Thông, Nghiệp Đoàn Thợ Điện và Nghiệp Đoàn Thợ
Ống nước và ống Gas đã hợp nhứt thành một Nghiệp Đoàn CEPU toàn quốc (National
CEPU).
Trước
khi hòa nhập, Nghiệp Đoàn Viễn Thông có 2 tổ chức Nghiệp Đoàn riêng biệt là :
Nghiệp Đoàn Bưu Điện và Nghiệp Đoàn Công nhân điện thoại. (Postal Union &
Telecommunication Workers Union ).
Việc
hòa nhập đã được tất cả các đoàn viên (all members) của các nghiệp đoàn biệt lập
bỏ thăm chọn lựa và giữa họ đã hứa cam kết:
*Không
nghiệp đoàn nào sẽ nuốt trọn lẫn nhau. Giữ hoàn toàn tự trị và bảo vệ quyền lợi
của các đoàn viên của mình.
*
Giữ biệt lập có nghĩa rằng các quyền lợi của các đoàn viên của mình sẽ được tiếp
tục tôn trọng.
Với
căn bản nêu trên mà các đoàn viên đã bỏ thăm chọn lựa quyết định hòa nhập thành
một tổ chức CEPU.
Bây
giờ chúng tôi hiện có trước mặt một DỰ ĐỊNH tháo gỡ và không để ý gì đến những
căn bản và những lời hứa trước kia đối với mọi đoàn viên.
Nghiệp
Đoàn Đơn vị Thợ Điện (Electrical Division) có sức mạnh đa số trong việc bầu cử ở
cấp toàn quốc (national level) của CEPU, chính họ đã khởi động đưa ra các QUY ĐỊNH
THAY ĐỔI, nếu nó được CHẤP NHẬN thì họ sẽ chuyển đổi 2 chi nhánh Bưu Điện và Viễn
Thông vào nằm trong đơn vị Thợ Điện (Electrical Division). Từ đó Nghiệp Đoàn Thợ
Điện sẽ hoàn toàn khống chế 2 nghiệp đoàn Bưu Điện và Viễn Thông. Bưu Điện và
Viễn Thông sẽ không còn biệt lập như hiện giờ.
Nếu
chúng ta ỦNG HỘ hay TÁN ĐỒNG dự định THAY ĐỔI QUY ĐỊNH là chúng ta tự chôn vùi
những quyền lợi của chúng ta vào tay của nghiệp đoàn thợ điện. Hiện giờ thì
nghiệp đoàn thợ điện (Electrical Division) chỉ chăm lo cho các đoàn viên của họ.
Chỉ có nghiệp đoàn Viễn Thông mới để ý lo cho công nhân Bưu Điện và công nhân
Viễn Thông.
Không
có cách gì mà Nghiệp Đoàn Thợ Điện (Electrical) có thể lo bảo vệ cho công nhân
BƯU ĐIỆN và Viễn Thông được vì nghề nghiệp của họ hoàn toàn không liên quan gì với
nhau cả.
TẠI
SAO DỰ ĐỊNH THAY ĐỔI ĐƯỢC NÊU RA ?
Sau
khi Đảng Lao Động Cánh Hữu NSW (NSW ALP Right) không còn kiểm soát được bầu cử của đòan viên Đơn Vị Viễn Thông ( Communication Division) vào năm 2011, họ cố gắng
Ngăn
cản (thwart) không cho các đoàn viên có quyền tự quyết. Bằng cách để cho các
chi nhánh ETU nuốt trọn các chi nhánh Viễn Thông và nhóm ALP Right hy vọng sẽ
phục hồi quyền kiểm soát trong đơn vị nghiệp đoàn viễn thông.
Luôn
cần có chăm chú nhìn vào cấu trúc của tổ chức và khi trường hợp cần có thay đổi
thì phải thi hành, nhưng không thể nào chấp nhận CÁCH CHỮA TRỊ sẽ có kết quả TỒI
TỆ hơn bịnh trạng.
Chúng
ta nên cải tiến cấu trúc thế nào để làm cho tổ chức được hữu hiệu hơn, có khả năng
phục vụ quyền lợi các đoàn viên chu đáo hơn.
Đặc
biệt DỰ TRÙ THAY ĐỔI nầy của Electrical Division và vài người cùng phe nhóm
(mates) đã BÁN RẺ những QUYỀN LỢI và TƯƠNG LAI của tất cả công nhân Bưu Điện và
Viễn Thông. Các bạn cần phải mạnh tay, cương quyết BÁC BỎ Ý ĐỒ THAY ĐỔI QUY ĐỊNH
của Electrical Divison./-

THE NATIONAL CEPU IS
TRYING TO TAKE OVER POSTAL AND TELOCOMMUNICATION BRANCHES
IS YOUR STATE BRANCH
IS TRYING TO BURY THE INTERESTS OF POSTAL AND TELCO WORKERS IN THE BIGGER
NATIONAL CEPU?
We write to alert you to some events that are taking place
in the Communications, Electrical & Plumbing Union (CEPU) which are
dangerous and disturbing.
The National Council of the CEPU (dominated by Electrical
Division and Plumbing Division officials), is attempting to push through rule
changes which if successful would:
- Remove the members “right
to decide” whether to merge with another division in the CEPU
- Provide certain officials
with the right to defer having to face membership elections &
re-elections
- Divide the Communications
Division branches between the electrical division and the communications
division
- Make preparations to
further weaken the Communications Division and its capacity to serve
postal and telecommunications workers
At present, the officials from the Electrical Division and
Plumbing Division have endorsed these rule changes. They are being supported by a small number of
officials in the NSW P&T Branch, Queensland Branch and Western Australian
Branches of the Communications Division in their own self-interest.
We are opposing these rule changes, including in the Federal
Court, in order to protect the interests of Postal and Telecom workers.
This handful of officials, from some branches are calling
for a plebiscite of Communication Division members to decide “democratically”
one way or another.
But this is deception on their part. The plebiscite they are calling for is a
plebiscite to give some Branch Committees of Management the power to decide
whether to transfer to another division and therefore removes that power
from the members in their workplaces.
It is just the total opposite to the democratic process.
The Communications, Electrical and Plumbing Union (CEPU) is
an amalgamation of separate, individual unions.
In the 1990s, the Communications Workers Union, the
Electrical Trades Union and the Plumbers and Gasfitters Union amalgamated to
form the National CEPU.
Prior to that amalgamation the Communication Workers Union
was formed out of two separate unions, the Postal Union and the
Telecommunication Workers Union.
In the amalgamation ballot of all members in the separate
unions/organisations at the time, the following promise amongst others was
made:
“Neither union will be swallowed up. Self-governing divisions will be
created in the new union to safeguard members’ individual rights.
Separate divisions will mean members occupational interests can
continue to be fully represented.”
It was on that basis and other similar undertakings that the
amalgamation was voted for.
Now we have a proposal being placed before us to basically
undo or undermine those very basic principles and promises to members.
The Electrical Division, which dominates the voting power at
the National level of the CEPU, has initiated rule changes, which if adopted,
would facilitate the transfer of Postal and Telecommunications branches into
the Electrical Division, leaving them governed by the Electrical Division and
no longer self-governed, or leaving them divided across two divisions, if only
some branches transfer, and seriously weakening its capacity to properly service
Communications Division members.
If supported the proposed rule changes would begin the
process of burying the interests of Postal and Telecommunications workers. The
facts are simple. At present the Electrical Division looks after mainly
electricians, and the Communications Division looks after postal workers and
telecommunication workers.
There is no way that the Electrical Division will properly
look after postal workers or telecommunication workers and their requirements.
With the boot on the other foot it would be like postal workers and
telecommunication workers officials looking after the interests of
electricians.
Why has the proposal arisen? After the NSW ALP right lost
control of the Communications Division in 2011 membership elections, they have
been attempting to thwart the members’ decision. By having ETU branches swallow Communications
Division Branches the ALP right in the Division hopes to regain control.
There is always a need to look at restructuring when
circumstances require it, but the cure should not be worse than the disease.
We should restructure to improve the organisation, to make
it more effective and efficient, to better serve the members requirements and
so on.
This particular proposal from the Electrical Division and
some of their ‘mates’ is a sell-out of the interests and futures of the postal
and telecommunication workers and should be rejected out of hand.
