Prime Minister Malcolm Turnbull has said counter-terrorism agencies foiled a plot to "bring down" a plane in a terrorist attack in Australia.

Four men were taken into custody on Saturday night when heavily armed counter-terrorism officers raided four Sydney properties over an alleged plot that reportedly involved blowing up an aircraft.
Mr Turnbull said increased security measures have been placed on all Australian airports.
"Those travelling should go about their business with confidence," he said.

"But the Office of Transport security has advised that security screening will take longer and travellers should arrive at terminals at least two hours before flights to allow ample time for screening."

"These operations are designed to disrupt and prevent plans to undertake terrorist attacks in Australia," the prime minister said in a statement.
"My number one priority, and that of my government, is the safety and security of all Australians, and the public should be reassured that our security and intelligence agencies are working tirelessly to keep us safe."
The family who lived in the raided house on Cleveland Street in Surry Hills has been described as "perfectly nice and normal people" by a neighbour whose property backs onto theirs.
"We knew them to say hello to and they seemed nice," the woman in her early 30s, who didn't want to be identified, told AAP.
An elderly couple lived in the home, the neighbour said, and they had adult children.
The neighbour came home while the raid was underway and said there were "heaps" of police at the scene.
Cleveland Street remains closed in both directions in Surry Hills between Elizabeth and Crown streets.
"Motorists are advised to avoid the area or allow plenty of extra travel time," a Transport Management Centre spokesman said in a statement.

Beginning next year, 5000 Newstart and Youth Allowance recipients across three locations will be included in the two-year trial of drug testing.
The government will also introduce a crackdown on anyone receiving multiple payments and recipients who fail to turn up to appointments or to take on work could face losing their payments completely.

Job seekers will be selected at random and tested for drugs including ecstasy, ice and marijuana.
Anyone who tests positive to a test will be placed on welfare quarantining, while those who fail more than once will be referred to medical professions for assessment and treatment.
“We will no longer accept, as an excuse from repeat offenders, that the reason they could not meet their mutual obligation requirements was because they were drunk or drug-affected,” Treasurer Scott Morrison said.
“JobSeeker recipients who test positive would be placed on the Cashless Debit Card for their welfare payments and be subjected to further tests and possible referral for treatment.”

In an old housing estate in Meadow Heights, police have cordoned off a small cul-de-sac where investigators carried out a raid on Thursday evening.
It's understood the raid took place in a converted garage attached to a home at the end of Manna Court.
A neighbour, who declined to be named, said he noticed police cars descend on the area at about 10pm on Thursday. "At first i thought it was a party," he said.
The working-class suburb in Melbourne's north is home to a number of refugee families and the neighbour said he was annoyed that the alleged plot would shed Muslims in a bad light.
"So if we could separate the Muslim from the terrorism that would be great, " he said. "In the past we have been called wogs and then that phased out. Then terrorism has brought the racism back."
"We just need to be vigilant and peaceful. We should all help each other out and get these thugs out."

Inquiries have been made with Melbourne City Council about the security measures in place for New Years Eve celebrations in the city, and whether they have been stepped-up in the wake of Friday's terror plot.
A spokeswoman from the council said it would not comment on anything relating to the terror threat and diverted media inquiries to Victoria Police.
The police media unit is yet to respond. Stand by for any changes to New Years Eve plans in Melbourne.

Deakin University counter-terrorism researcher Greg Barton said Melbourne's terrorist bomb plot was a reminder of the difficult times we live in, where young people could become radicalised within weeks.
"ISIS moves very quickly and often very young people are involved," Professor Barton said. "And the threshold is very low in terms of the methods they use, such as knives and improvised explosive devices."
Professor Barton, who is also an expert in Islamic politics, said the young men arrested on Friday had most likely seen an Islamic State propaganda video released in November that featured footage of Melbourne landmarks.
"The five men in custody presumably have seen that video. The message from their leaders is, 'Don't come to Syria, do something small at home, and even if you fail you'll still go from zero to hero'," he said.
"It's part of a constant environment that permeates the world they live in."
Professor Barton said Victoria Police's success in foiling the attack was a relief.
"It's good news they were onto these guys. Police have a really good record, but we can't assume we're always going to catch these guys," he said.
